SUMMARY:Action Alert: First Hearing on Bills Creating the Michigan Community Investment Pilot Program Tax Credit
DESCRIPTION:CEDAM is excited to announce that Rep. Steve Marino (R‑Harrison Twp.)\, Chair of the House Commerce and Tourism Committee\, has tentative plans to hold the first hearing next week on bills 5820–5821! The bills would authorize the creation of the Michigan Community Investment Pilot Program and Tax Credit. \nThe hearing is tentatively scheduled for Wednesday\, September 2\, 2020\, at 10:30am. Here are ways you can support the bills:  \n\nContact your state representative and tell them that locally controlled community economic development organizations need additional tools to attract investors for housing\, community revitalization\, and other vital projects. This bipartisan bill package provides these additional tools. A sample email template is available here. \nSign your organization on to CEDAM’s letter of support. Read the letter and then sign on through this form. The deadline to sign is Monday\, September 1 at 5pm. \nSubmit written testimony or a card of support to the Commerce and Tourism Committee to let them know your organization supports the bills. CEDAM can submit your card of support at the committee hearing. Email Jessica AcMoody at acmoody@cedamichigan.org and include your name and organization. You can submit written support to the committee chair\, Rep. Steve Marino with a note “Please share a copy of this letter with committee members”. \n\nBACKGROUND \nLarge community development projects have a number of tax incentives to attract investors. One example is the recent 2017 expansion of Michigan’s Brownfield Redevelopment Financing Act\, which made $1 billion worth of incentives available for “transformational” projects. But small- to medium-sized neighborhood and rural community revitalization projects are often overlooked because they lack the same tools to attract investment. \nThe Community Investment Program is a donation-based state tax incentive that would provide long-term\, sustainable support for locally-based revitalization work in neighborhoods and rural communities. A corporate or individual donor makes a contribution directly to a place-based nonprofit. The donor receives a 50% state tax credit on their donation.  \nPassing HBs 5820 & 5821 would unleash more private resources for Michigan’s communities! \n

SUMMARY:Federal Updates from the Community Economic Development Association of Michigan (CEDAM)
DESCRIPTION:FEDERAL UPDATES from CEDAM: The Community Economic Development Association of Michigan \nSenate GOP releases HEALS Act funding — advocacy needed \nOn Monday night\, the Senate Republicans released their plan for the next stimulus package. The $1 trillion stimulus includes: \n\n\nAn extra $200 per week in unemployment insurance until the beginning of October\, when states would switch to a new system in which workers would be paid 70% of prior earnings\nA second $1\,200 economic impact payment\, as well as $500 for each dependent with no age cap on the extra payment\n$105 billion for education\nA liability shield to protect businesses\, universities\, schools\, and hospitals from corona-related lawsuits\nAnother round of funding for the Paycheck Protection Program\n\nUnlike the HEROES Act passed by the House in May\, which included almost $200 billion in additional funding for housing and homelessness programs\, the Senate GOP proposal does not include: \n\nEmergency rental assistance\nA moratorium on evictions\nResources to prevent outbreaks among people experiencing homelessness\nAdditional resources to ensure housing security\nFunding for state and local governments (but does allow municipalities and states to use an existing $150 billion pot of funds — approved as part of the last coronavirus relief bill — to plug budget holes\nHazard pay for essential workers\n\nPlease continue to advocate with your members of Congress by phone\, sending them an email\, or tagging them on social media with the hashtag #RentReliefNow! Urge them to include housing assistance in the final relief package. The NLIHC Virtual Lobby Day Toolkit is available to help you urge Congress to immediately enact the essential housing protections and provisions that the House passed more than two months ago: https://tinyurl.com/yyduv4kd

SUMMARY:Note from CEDAM Executive Director\, Luke Forrest
DESCRIPTION:From CEDAM Executive Director\, Luke Forrest: “Our 2019 Annual Report is now online! While our lives look quite different than they did one year ago\, I am proud of the ways in which we laid a solid foundation for the work we are continuing in 2020 and beyond.  \n\n\nAnnual Report: http://cedamichigan.org/wp-content/files/AnnualReport2019_Final_NoCrops.pdf\n\nWe did this through refining\, and reorienting our work around\, our strategic plan goals\, hiring a consultant to help us articulate and amplify our commitment to diversity\, equity\, and inclusion—both internally and externally—and by building our members’ capacity through continued advocacy\, training\, and programs.\nToday\, as I reflect on the world wide racial justice movement\, which may be the largest movement in U.S. history\, it is clear that our collective work is as important as ever. Housing security\, community safety\, access to food and water\, education\, economic opportunity\, asset-building—issues to which CEDAM members are deeply tied—are all critical to achieving racial equity.\n\nCEDAM’s commitment to centering DEI in our work is an important step\, but we know there is much more to be done. This moment requires continued and serious reflection: Are we addressing root causes of racial inequity? Are we changing systems that harm marginalized communities? What does this program achieve? CEDAM is continuing to ask difficult questions\, and we want to provide space for our members to have these discussions as well. The next opportunity will be during our webinar August 18: Transforming self-care to healing & justice…: https://members-cedam.wildapricot.org/event-3928990 ”

SUMMARY:Participate in Affordable Housing and Community Economic Development Needs and COVID Impact Surveys
DESCRIPTION:Each year CEDAM partners with the Federal Home Loan Bank of Indianapolis to collect data about the most important affordable housing and community economic development needs in Michigan. This ensures FHLBank Indianapolis is able to provide access to lending products that meet the needs of local communities. Survey results will be incorporated into their 2021 Community Lending Plan and impact future communication and training. The survey takes approximately 20 minutes to complete: https://www.surveymonkey.com/r/FV9F6P9 \nCEDAM is also partnering with MSHDA to collect data to understand how community economic development organizations have responded to and have been affected by the COVID-19 pandemic. This brief survey takes approximately 5–10 minutes to complete: https://www.surveymonkey.com/r/WY8JYYV \nThey hope that you will complete both surveys—your feedback is important in understanding how to best support you! \nOrganizations who complete both surveys will be entered to win a free registration to CEDAM & CDAD’s October virtual conference. Thank you for all the work you do!

SUMMARY:CEDAM's Transforming Self-Care to Healing and Justice
DESCRIPTION:As professionals who focus on the development of others and organizations\, it is vital that we reflect on our own ability to show up in ways that promote innovation\, relationship-building\, and equity. In this session\, participants will explore how stress manifests in their daily lives\, examine the root causes of distress and trauma\, and investigate how their personal values impact their boundaries and priorities. In order to navigate tough conversations and realities about race\, we must cultivate resilience in ourselves and organizations so that we can recognize racism in policies\, cultural norms\, and individual behaviors and make changes that promote healing. After this critical reflection\, participants will explore leadership\, communication\, and environmental strategies for re-centering health\, sustainability\, and justice for ourselves and the communities we serve. \n\nHost: Becca Bishopric Patterson\, assistant director for the Gender and LGBTQIA Center at Elon University \nRegister Here: https://members-cedam.wildapricot.org/event-3928990

SUMMARY:Stop Illegally Inflated Property Taxes in Detroit
DESCRIPTION:Why is this important?\n\nIt’s not just COVID and police brutality exposing racism in America. Black homeowners in Detroit are being overtaxed on top of these other injustices. \nWe’ve all seen headlines about Detroit homeowners being overcharged $600 million dollars in property taxes. No community should be hit with such unjust bills and least of all a city with 40 percent of residents struggling in poverty. Detroit has one of the highest property tax foreclosure rates of any city since the Great Depression. \nA recent University of Chicago study shows that\, even after Mayor Duggan tried to fix the problem\, the City is still overcharging the lowest valued homes. These are deep\, systemic problems that a task force should investigate\, propose solutions to end the practice and help make the community whole. \nGovernor Whitmer has proven that she can get the job done with COVID and is with us in the movement against police brutality. Now it’s time to do the same for property tax injustice. We call on her to create a task force to investigate and stop unfair property tax practices and keep Detroit homeowners in their homes. \nSIGN HERE \nSources:\nhttps://harris.uchicago.edu/files/evalrespropertytaxasdetroit20162018.pdf\nhttps://scholarship.law.uci.edu/ucilr/vol9/iss4/3/\nhttp://www.californialawreview.org/print/predatory-cities/#_ftn18\nhttps://www.nytimes.com/2020/06/11/opinion/coronavirus-cities-property-taxes.html
