The Challenge aims to unstack that deck so Detroiters have more opportunities to thrive financially. \n\n The Challenge is open to a wide range of organizations: nonprofits\, community groups\, financial institutions\, government and quasi-government agencies\, private corporations\, and others.  We especially encourage cross-sector collaborative teams and will be creating opportunities for organizations to connect\, collaborate\, and develop partnerships.  The Challenge is committed to centering the lived experience of Detroiters who know first-hand what it’s like to struggle to make ends meet and face impossible financial decisions. SUMMARY:Building the Case for Change with Building Movement Projects
DESCRIPTION:Thank you for being a part of our community. All through the month of December\, we have been highlighting four key ways that BMP’s work supports\, channels\, and fuels nonprofits\, movements\, and the sector to make change. And as we approach the end of 2021\, we are asking for your support.\n\nThis week’s theme is Building the Case for Change.\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\nAt the Building Movement Project (BMP)\, we push the sector to move beyond talk to make lasting\, meaningful change through our Race to Lead research and data\, which serves as the basis of our reports and of our forthcoming racial equity assessment for nonprofits. We believe in making the case with information.\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\nIt was almost a decade ago that BMP started asking the question: ​“Why are there so few leaders of color in the nonprofit sector?” We conducted interviews\, read the non-profit (and for-profit) literature\, and talked with our colleagues. Everyone had ideas\, but no one had data.\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\nSo in 2016 we launched the first Race to Lead survey. When we analyzed the data from more than 4\,000 respondents working in the nonprofit sector\, what we found reflected the lived experience of so many leaders of color. People of color and white respondents had similar training and education\, and people of color were more likely to aspire to nonprofit leadership. However\, respondents agreed that people of color faced racialized barriers to advancement. A similar survey in 2019 of over 5\,000 nonprofit staffers showed similar results. As we look ahead to 2022\, we’re excited to launch a third iteration of the Race to Lead survey and to support nonprofit staff across the country in sharing their stories and experiences of working in the sector and advancing change.\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\nData is also at the heart of our new Race Equity Assessment which will be launched next year. The assessment is a tool developed by the Building Movement Project (BMP) to help nonprofits better understand the foundational capacities for building more racially equitable workplaces.\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\nRather than auditing an organization’s policies\, processes\, and procedures\, the assessment is based on staff experiences in four key capacities – Learning\, Leadership\, Conversation\, and Voice – that are fundamental for organizations engaging in racial equity work. BMP generates a customized visual and narrative report based on an analysis of the aggregated staff responses. The report is shaped by BMP’s algorithms\, which identify where the organization has developed capacity\, as well as room for growth.\nData\, information\, and tools for making real change are at the heart of the Building Movement Project’s work. DESCRIPTION:Build Back Better day of action \nJoin NLIHC\, the Coalition on Human Needs\, and other advocates across the nation for a Digital Day of Action on Friday\, December 17 to urge your senators to pass the ​“Build Back Better Act” and its unprecedented investments in rental assistance\, public housing\, and the Housing Trust Fund. The Senate could vote on the bill as soon as the week of December 20\, but congressional leaders must first secure the support of every single Democratic senator. \nParticipate by emailing and calling your senators and posting on social media using the hashtag #BuildBackBetterAct. NLIHC’s HoUSed #BuildBackBetter Advocacy Toolkit includes talking points\, sample op-eds\, and social media messages that advocates can use. \n\n\n\n\n \n\n\n\n\nMichigan legislature passes year-end supplemental appropriations bills\n \nOn Tuesday\, December 14\, the legislature approved more than $1.88 billion in funding which included grants for COVID-19 hardship relief\, tax breaks for businesses\, and rental assistance funding. Included in the package of bills is: \n\n$1 billion for two new MEDC job creation funds to use for cash incentives for large corporations and construction site improvements\n$409 million in grants for businesses affected by the COVID-19 shut-downs\n$150 million for schools to screen and test for COVID-19\n$140 million in emergency rental assistance\n$36 million for emerging health threats\, including lead contamination in water lines in Benton Harbor and other communities in the state\n\nThe legislation increases the personal property tax exemption for commercial and industrial equipment from $80\,000 to $180\,000\, and also included an appropriation of $75 million to cities for a one-year replacement of the lost revenue.  \nMore information on the job creation bills.  \nInformation on the COVID-19 supplemental. \n\n\n\n\n \n\n\n\n\nCOVID-19 Emergency Rental Assistance (CERA) dashboard is live \nCOVID Emergency Rental Assistance (CERA) program data is now available on the MSHDA website.  \nTo date\, MSHDA has received more than 160\,000 applications and has processed about 97\,000. On average\, individuals receive $3\,443 in assistance and households receive $5\,951.  \n\n\n\n\n\n\nMSHDA Board of Directors approves amendment to the 2022–23 Qualified Allocation Plan (QAP) \nToday\, the MSHDA Board of Directors passed an amendment to the 2022–23 Qualified Action Plan (QAP). The amendment is a response to recent increases in construction costs and aims to assist recently awarded Low Income Housing Tax Credit (LIHTC) projects on their LIHTC equity and financing sources. A brief overview of the amendment: \n\nEligibility: Projects that received 2019 or 2020 credits \nFunding deadline: Projected deadline is January 18\, 2022\nTiers: There will be two tiers under which you can request additional funding\nTier One is for projects who are requesting 5% of original award or less; would receive one negative point in April 2022 funding round; projects must include an owner contribution of or defer at least 30% of the developer fee\nTier Two is for projects that need more than 5% of their original funding up to 12%; would receive two negative points in April 2022 funding round; projects must include an owner contribution of or defer at least 45% of the developer fee\nNegative points: Negative points are not cumulative but would apply to each partner / GM of the deal\, and they would apply to each deal submitted in the April 2022 funding round. For example\, if you get support for three projects in January\, you would only get deducted a total of two points if you were in Tier Two. If all three projects were Tier One\, you would receive only one negative point total (but that negative point is applied to each deal).\nWhere are the credits coming from? The additional credits are coming from the October 2022 and February 2023 round\n\n\n\n\n\n \n\n\n\n\nNew MEDC programs announced \nThe Revitalization and Placemaking (RAP) program utilizes $100 million in federal American Rescue Plan dollars to support investments that will repurpose vacant\, underutilized\, blighted or historic buildings and place-based infrastructure. \nThe RAP program will allow individual projects to apply for up to $5 million in support of their efforts to revitalize these now vacant spaces\, while regional partners may also apply for up to $20 million to implement programs in support of their own local or regional revitalization strategies. \nThe program is intended to address a rise in vacancy rates throughout Michigan’s downtowns and commercial districts as the number of offices transitioning to remote or hybrid work settings increases\, and investment is needed to repurpose or renovate buildings and regain vitality. \nCommunities will have the opportunity to learn more about the program by attending a free RAP informational webinar today\, December 16 at 3:00pm. DESCRIPTION:The Detroit Parks Coalition (DPC) is an alliance of organizations that connect Detroiters to beautiful and healthy natural areas\, parks\, and public spaces. We support a network of individuals and organizational park stewards through advocacy\, learning\, services\, and partnership. DPC includes representatives from nine major leading parks stewardship organizations\, covering 18 Detroit parks. We work collaboratively under a memorandum of understanding\, hold regular meetings for all partnership and establish committees as needed or for specific purposes. Members include Belle Isle Conservancy\, Chandler Park Conservancy\, Clark Park Coalition\, Detroit Riverfront Conservancy\, Downtown Detroit Partnership with six parks under management\, Friends of Patton Park\, Friends of Rouge Park\, Midtown Detroit\, Inc. with five parks under management\, People for Palmer Park\, Sidewalk Detroit supporting Eliza Howell Park\, and three at-large individual members. (Please see attached links to our Fall 2021 Coalition Newsletter and Crains Detroit Business front-page article in the October 18\, 2021 edition.)\n\nThe Coalition was formed in 2019 to advance parks organizations’ desire to share learning and expand limited resources. Since then\, it has doubled its membership and developed a strong relationship with the City of Detroit and nascent partnerships with other key municipal entities including the Huron-Clinton Metroparks Authority\, Wayne County and the State of Michigan.\n\nDPC has received initial funding for an 18-month pilot with a lean staff to formalize governance\, operations\, vision\, and values and continue developing programming and partnerships. DESCRIPTION:You may read more about the program and register here.\n\nNew Detroit Forms Ad Hoc Voting Rights Committee \nA package of bills is currently making its way through the Michigan State Senate that will make it more difficult for Michigan residents to vote. \nMore than 5\,568\,000 citizens voted in the 2020 presidential election. Ten separate lawsuits were filed in Michigan challenging election procedures or results.  Every one of them was dismissed as groundless.  Yet somehow\, members of the state legislature believe that these needless proposals targeting communities of color will improve Michigan elections.  New Detroit thinks differently. \nA new Ad Hoc Committee on Voting Rights formed by New Detroit board members is pledging to lift its voice and encourage others to speak out against these proposals.  They initiated their effort with the following statement: \n“The vote is precious.  It is almost sacred.  It is the most powerful nonviolent tool we have in a democracy.” \n\nCongressman John Lewis\n\nNew Detroit is built on the idea of collaboration.  We work for racial understanding and equity.  That work engages people of all races\, faiths\, ages and genders.  But our voting rights are in jeopardy\, especially among communities of color.  Our Democracy is endangered. The Ad Hoc Committee will be issuing a complete statement later this month. \nImportant Efforts in the Fight for Equity\nWe believe data and education are critical to change hearts and minds as an important step towards dismantling racism\, and that it will take the efforts of many to advance this work. DESCRIPTION:As the City develops a long-term Climate Strategy to guide our resilience and mitigation efforts for years to come\, hearing from Detroit residents\, organizations\, and businesses is a top priority. Feedback from over 6\,000 Detroiters was instrumental in shaping the City’s first sustainability plan\, the Detroit Sustainability Action Agenda \n\, in 2019. \nWe need feedback from Detroiters to ensure that the Climate Strategy we are developing: \n–> Centers equity \n–> Protects against climate impacts \n–> Provides tangible benefits to Detroiters\, like: \n     –> Lower energy bills \n     –> Better air quality \n     –> More parks and green spaces \n     –> More accessible transportation options \nWe will be using the collective input we receive from surveys\, focus groups\, and townhalls to inform City priorities and shape the final strategies that reduce greenhouse gas emissions and make us more resilient to climate impacts. Below is a list of opportunities to participate: \n1. TAKE OUR SURVEY to let us know what issues are most important to you and what solutions to climate change you want to see from the City. \nPrimary survey – takes 15–20 minutes to complete\nCondensed survey – takes about 10 minutes to complete\, and reduces the number of questions by 30% \n\n FOCUS GROUPS: Sign up for (max 2) focus group on topics you care about or have specific expertise:\n\nThe Office of Sustainability will be hosting 6 focus groups on specific issues affected by climate change. DESCRIPTION:MSHDA Mod 2022 program submission window open \nPart I: Agency information due November 19\, 2021 \nPart II: Project summary due December 15\, 2021\n \nThe MSHDA Mod 2022 program will be accepting funding submissions from eligible communities to utilize modular or modified technology construction in areas where there is a workforce housing need. In the 2022 competitive funding round\, MSHDA will provide up to $2 million to fund ten communities to build one home up to $200\,000 in residential neighborhoods. The program is intended to be a catalyst to spur additional modular/modified technology construction throughout Michigan.  \nProgram details and access to the MSHDA MOD submission instructions are available on the MSHDA website.   \nMSDHA Neighborhood Enhancement Program (NEP) taking applications \nDeadline is December 8\, 2021 \nThe NEP program will provide up to $2 million dollars in MSHDA funding statewide for activities directly tied to stabilization and enhancement of Michigan’s rural communities and urban neighborhoods. \nThe NEP program financially assists high-impact\, innovative\, neighborhood housing-oriented activities that benefit low- and moderate-income areas and residents. DESCRIPTION:Position: Executive Director\nOrganization: Voices for Earth Justice (VEJ) is a Detroit-based nonprofit founded in 2002. VEJ is an interfaith network of people committed to deepening our sense of wonder\, responsibility and gratitude for all creation. VEJ carries out its mission primarily in northwest Detroit through a demonstration garden that produces food for its neighbors and through a series of educational events. These have included community dinners and ​“wonder walks” throughout the City. Core values that guide VEJ’s work include climate and social justice and operating in a collaborative spirit with other organizations to build community. VEJ is looking for a candidate who has:\n● The ability to work with a diverse group of people toward a shared goal\n● A commitment to environmental justice\n● A love of the interconnected web that is Creation\n● The leadership\, fundraising/development and managerial skills needed to turn vision into reality\n● An awareness of social group identities and power dynamics including privilege and how privilege shows up\nin commitment to self ‑transformation and systems operation.\nResponsibilities\n● In concert with the Board develop strategies\, programs and activities consistent with VEJ’s mission.
