SUMMARY:Updates from CEDAM
DESCRIPTION:Bi-partisan budget agreement includes funding for Children’s Savings Accounts \nToday\, the Michigan legislature passed a fiscal year 2021–22 budget ahead of the October 1 statutory requirement. In total\, the General Fund budget is $11.8 billion. When combined with the $17 billion K‑12 school aid budget already signed and federal funds\, the governor said the total budget would be just under $70 billion.\n \nThe budget agreement includes $2 million in funding for Children’s Savings Accounts\, one of CEDAM’s top policy priorities. Other highlights include:  \n\n$100 million for community revitalization and placemaking grants to support economic development in local communities\nIncreased funding for workforce development including $55 million for the Michigan Reconnect program\, $25 million for Futures for Frontliners program\, $40 million for the Going PRO program\, and $8 million for pre-apprenticeship/apprenticeship training programs that will expand Michigan’s talent pool in the construction and building trades\nIncreases in funding for childcare including $108.1 million to increase the amount of children eligible for child care by increasing income eligibility to 185% through FY23\, $158 million for an ongoing 30 percent rate increase for childcare providers\, $36.5 million over three years to expand the number of childcare spaces for infants and toddlers\nA two percent increase in statutory revenue sharing (cities and villages receive revenue earmarked by the state constitution and statute to help pay for core governmental services) \nFunding for a new Office of Rural Development within MDARD\n\nThe governor plans to sign the bipartisan budget into law before the end of the month. \nThe legislature is expected to take up American Rescue Plan Act (ARPA) funding in supplemental bills released throughout the fall and spring. CEDAM will continue to advocate for using ARPA funding for affordable housing and community economic development needs across the state. \n\n\n\n\n \n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\nGovernor Whitmer announces $2.1 billion MI New Economy plan \n\n\n\n\n\n\nCEDAM’s Executive Director Luke Forrest joined Governor Whitmer at her press conference on September 20 announcing her “MI New Economy” plan. The $2.1 billion proposal focuses on three pillars: Growing the middle class\, supporting small businesses\, and investing in communities. \n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\nIncluded in each of these pillars are ambitious goals that will help track progress to achieving prosperous\, resilient communities. Falling under the investing in communities pillar are two goals that directly align with CEDAM’s policy priorities:  \n\n100% access to high-speed internet and 95% adoption by households during the next five years\n75\,000 new or rehabilitated housing units in five years\n\nGoals from the other pillars include lifting 100\,000 families out of working poverty within five years\, provide affordable or no cost childcare for 150\,000 families by 2024\, and move Michigan to be a top 10 state for small business job growth and income growth\, among several others.  \nRead more about the plan and a statement from our ED Luke Forrest here.  \n\n\n\n\n \n\n\n\n\n\nFederal Advocacy Alert — Build Back Better Plan \nThis month the House Financial Services Committee approved legislation to boost federal spending for affordable housing by $322 billion. The House committee’s bill represents the largest infusion of affordable housing resources in US history. \nHouse and Senate leaders are making critical decisions right now about how much to invest in affordable housing in the upcoming Build Back Better Act. Take action today! \n\n\n\nContact your senators and representatives and urge them to include full funding for the National Low Income Housing Coalition’s HoUSed campaign’s priorities in the infrastructure and economic recovery package.\nJoin more than 1\,500 organizations nationwide in signing the HoUSed campaign letter. This letter is one of the most effective ways to show congressional leaders the broad support for the HoUSed campaign’s priorities for the infrastructure/economic recovery bill.\nAdvocacy resources:\n\n\n\n\n\n\n\n\nView a breakdown of how much your state will receive if the HTF is funded at $37 billion here. \nShare the latest information on housing needs in your state.\nView a breakdown by race/ethnicity of households at different income levels here.

Joe Tate will join us to share their experiences at the organizational and legislative levels. Join us on Monday\, August 16 at 10am EST. \nThe Summer of CEDAM is a monthly series to spotlight our 2021–22 policy priorities: community economic development\, economic inclusion\, and affordable housing. These priorities were identified through stakeholder groups and member surveys\, and guide our advocacy efforts\, shape our coalitions\, and help mobilize our partners and members. The series features three virtual conversations and an in-person wrap-up event to hear from legislators about the opportunities to move these community development policy priorities forward\, as well as from our members who can provide insight to their work and the needs of their communities. \nRegister!

SUMMARY:GOV. WHITMER’S $100 MILLION MHCDF FUNDING PROPOSAL COULD EXPAND AFFORDABLE HOUSING AND SHAPE MICHIGAN’S ECONOMY
DESCRIPTION:GOV. WHITMER’S $100 MILLION MHCDF FUNDING PROPOSAL COULD EXPAND AFFORDABLE HOUSING AND SHAPE MICHIGAN’S ECONOMY \n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\nYesterday in Detroit\, Gov. Gretchen Whitmer announced her proposal to allocate $100 million for the Michigan Housing and Community Development Fund (MHCDF). This funding provides community developers flexibility and could be used for rental housing\, rehabs\, home ownership projects\, and downtown development initiatives to alleviate affordable housing needs in Michigan. \nOn a broader scale\, this significant funding would have ripples of impact across our state for decades to come\, revitalizing downtown areas\, supporting low- to extremely low-income households in Michigan\, take stress off of the labor market\, and stabilize our communities as we recover from the effects of the pandemic. \n\nRead our executive director’s op-ed in Bridge Magazine: Whitmer plan makes housing affordable for more workers \nContinue reading about the MHCDF in our latest blog post\n\n\nRead a recap of the Governor’s press conference \nRegister for our upcoming webinar with Rep. Joe Tate and Mercedes Brown of Corporation for Supportive Housing (CSH) August 16: The opportunity is now: Investing in immediate and long-term affordable housing solutions\n\nCEDAM looks forward to working with our partners and members to build bipartisan support for this budget allocation. SUMMARY:Updates from New Detroit
DESCRIPTION:LEADING ON R.A.C.E.\nFor more than 20 years\, New Detroit has been educating leaders across Southeast Michigan on cultural differences and similarities\, providing them with tools to effect change and the confidence to do so. More than 1\,200 individuals have been touched by our leadership program and we are now launching an updated Leadership Series on R.A.C.E. — |Racial Understanding | Anti-racism | Cultural Competency | Equity in Practice| \nR.A.C.E. continues to address cultural competency and racial understanding\, while adding new elements around anti-racism\, and equity in practice.  Participants begin by learning about race as a socially constructed concept and exploring the different manifestations of racism from interpersonal to systemic.  We review the racial justice movement\, historically and in contemporary America. We then integrate the cultural competency components\, engaging participants in learning about various communities of color in Southeast Michigan. Extending the training over six sessions allows us to take an intersectional approach\, which is critical in light of Detroit’s multi-cultural population base.  We conclude with practical tools for participants to translate their new learning to action–creating more equitable workplaces and communities. \nThe training is a thorough exploration of R.A.C.E. that leaves participants permanently changed and ready to extend that change.  Its power is increased when several members of a corporate team join the program together.  That allows for continued conversation and action programs that have a direct impact on how a team engages its customers and colleagues. \nEducating leaders creates a multiplier effect that helps advance systemic change. One example is a recent program at Aetna. New Detroit collaborated with an Aetna alum of our leadership program to organize a 2‑day training modeled after the Leadership Series for over 120 colleagues at Aetna\, which included local and national Directors and Senior Managers.  Insurance affects society through the way it allocates the burden of losses and damage\, and bias is built into everything from insurance rates to claims processing and more. There are now an additional 120 people working in the insurance industry who understand how bias impacts their work and how to change that. \nWe are starting our next cohort on August 13.  The six sessions are held virtually for the convenience of participants\, and we will be scheduling new cohorts through December.  Full information is available on our website www.newdetroit.org.  As you can see from Aetna’s example\, alumni go back to their companies as advocates and change agents.  Other alums have gone on to create educational programs\, work toward equitable hiring policies and influence others to become anti-racists.  We strongly encourage you to join the R.A.C.E. experts who are using proven strategies to combat racism at work\, at home and in their communities. To learn more about how New Detroit can tailor its work to your team\, visit www.newdetroit.org. \n \nYou may read more about the program and register here. \n\nRemembering Glenn Wash \nWe are saddened at the loss of our dear friend and longest serving board member\, Glenn Wash. Glenn was dedicated to the principles and practice of racial and social justice and served on the New Detroit board from 1973 until 2017\, becoming a Director Emeritus upon retiring from the board. Glenn was widely known for his entrepreneurial vision and his commitment to positive change in Detroit and Southeast Michigan. \nPaul Hubbard\, president of New Detroit from 1989–1993\, noted\, “Glenn always raised the issue of the importance of Black Economic Development and support for Black Business. His comments were always well founded”. Current president\, Michael Rafferty\, echoed that sentiment. “Glenn was one of Detroit’s earliest Black entrepreneurs and the first Black entrepreneur on the New Detroit board. The power of New Detroit lies in the diversity of its leadership. Serving alongside major corporate representatives from the automotive and banking industries\, Glenn brought an important perspective to our conversations on economic and social development.” \nNew Detroit’s board and staff members extend our deepest sympathy to Glenn’s family.  We know that they\, like us\, will find comfort in Glenn’s legacy of change and hope.  We invite you to read more about Glenn by clicking on this article from the Michigan Chronicle.\n \nhttps://michiganchronicle.com/2014/08/28/glenn-e-wash-construction-pioneer-outspoken-activist-for-black-empowerment-in-detroit/#/?playlistId=0&videoId=0.\n  \nZOOM INTO OUR FINAL COVID TOWNHALL \nThe COVID-19 pandemic has highlighted the gaps in health care and other opportunities for people of color and prompted us to explore an equitable return to improved health care\, public education and economic support. For the complete story\, see our report\, Examining and Addressing COVID-19 Racial Disparities in Detroit. Our third and final townhall scheduled for August will feature New Detroit CEO\, Michael Rafferty\, speaking with people throughout Southeast Michigan about their pandemic experiences and their thoughts on how to create a racially equitable post-COVID recovery.  Check in at our website www.newdetroit.org soon for information and registration.FIGHTING RACISM ON MULTIPLE FRONTS\nWhen New Detroit declared war on racism a little over a year ago\, we knew that we could not achieve victory without the efforts of people across the community.  In this space\, we will share program information from partner organizations making a difference in Detroit and beyond. This month we encourage you to consider:\n\nDetroit Public Schools Community District will launch the “Detroit Perspective Project”\, which is an initiative to include more racially inclusive materials in the English curriculum. This project will be supported with a grant from the Skillman Foundation. To learn more about this project\, click here.\nThe Michigan Roundtable for Diversity and Inclusion has launched the “What’s Going On?” series\, consisting of radical conversations hosted by Yusef Shakur and featuring different guests speaking across the intersections of race\, gender and class.  Click here to learn more and register for the virtual conversations.\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\nWe are proud to have recently earned a 2021 Platinum Seal of Transparency through Guidestar. SUMMARY:Billions in Covid-19 Aid: Nonprofits Should Engage ASAP
DESCRIPTION:Billions in Covid-19 Aid: Nonprofits Should Engage ASAP\n“…[A] substantial infusion of resources….” \nWith that remarkable model of understatement\, the U.S. Treasury announced the launch of a $350-billion COVID-19 fund “to help turn the tide on the pandemic\, address its economic fallout\, and lay the foundation for a strong and equitable recovery.” The money was authorized in March 2021 through the American Rescue Plan Act (ARPA) for state\, local\, tribal nation\, and territorial governments. \nEven the smallest states – for example\, Wyoming and Montana – are set to receive $1.2 billion. Larger states are allocated more: for instance\, Pennsylvania at $13.4 billion and Florida at $15.9 billion. The largest state – California – is slotted for a whopping $42.9 billion.  In addition\, tens of millions of dollars more are set aside directly for local government units\, so the counties and municipalities aren’t pitted in battle with their states for these funds. \nAnd within that deluge of government money comes desperately needed help for the nonprofit sector.  \n       State and Local Funds\n“Specifically\, governments may use the federal funds directly or through others\, meaning that individual charitable nonprofits can be the recipient of assistance as well as the provider of assistance to others.” See the Treasury Department’s publication: Coronavirus State and Local Fiscal Recovery Funds\, the Fact Sheet (May 10\, 2021)\, the Interim Final Rule (May 17\, 2021)\, and the Frequently Asked Questions\, (updated July 19\,2021). \nThe National Council of Nonprofits (NCN) has taken the lead in explaining the details to our community as well as to the government officials who will be responsible for allocating these funds. In June 2021\, NCN published Strengthening State and Local Economies in Partnership with Nonprofits: Principles\, Recommendations\, and Models for Investing Coronavirus State and Local Fiscal Recovery Funds. It is an invaluable 20-page summary and report. \n“Building on the shared experiences and expertise of nonprofits across our networks\,” the NCN authors explain\, “we compiled information about dozens of programs from across the country where nonprofits are working together with state and local governments to deploy funds from the American Rescue Plan Act to improve their communities.” \nThey emphasize the “natural” partnership between “charitable nonprofits and governments\, serving the same constituents in the same communities.” The nonprofit sector is  “perfectly positioned to maximize public benefits” because of its “deep knowledge of community needs\, reach\, and existing relationships\, particularly in low-income and underserved or hard-to-reach populations.” \nThe National Council of Nonprofits includes a critical call to action: “We encourage you to use the report by sharing it with local government officials and replicating one or more of the programs in your community…\,” adding: “A reasonable early question a public official may ask is whether governments are authorized to use these funds to support charitable nonprofits and their work in communities. The answer from Congress and the Treasury Department is yes.” \n       Executive Summary \nThere is a helpful “Executive Summary” in this Special Report.  A primary purpose in preparing the document was to present “(g)uiding principles for identifying the best use of funds.” After all\, the NCN authors explain\, the Coronavirus State and Local Recovery Funds are “substantial but not limitless.” \nIn order to avoid some of the well-publicized missteps from the pandemic-relief roll outs in 2020\, governments – this time – “should … prioritize equity from the outset.” And to “promote healthy local economies\,” governments should “invest in economic multipliers\, like nonprofits….” For instance\, nonprofits can use the money not only to directly rehire their own staff but also to create activities and programs that have a ripple effect nearby. For instance\, when people visit arts and cultural institutions\, they also spend money at restaurants and stores in the vicinity. And there is “greater flexibility and discretion build into this year’s funding statute\, so governments can now be more creative with the new ARPA funding than they were with their many successful programs investing CARES Act monies on nonprofits in 2020.” \nThere are examples – particularly from 2020 – of  “some of the greatest opportunities for partnerships between governments and nonprofits using the federal funds.” These success stories are organized in four categories: \n\nLifting unemployment insurance burdens off employers;\nCreating relief and recovery funds and grants for nonprofits to use in their communities;\nImproving the process and other aspects of government grants and contracts with nonprofits; and\nExpanding and replicating innovative nonprofit programs to help communities respond\, adapt\, and recover.”\n\nAbove all\, it’s critical for governments to get the money out the door as quickly as possible while at the same time requiring “reasonable documentation and transparency” to meet accountability considerations. \n       Conclusion\nThe organized nonprofit community along with individual organizations and leaders must become engaged in this process as soon as possible. This pot of gold is being divvied up right now. \n— Linda J. Rosenthal\, J.D.\, FPLG Information & Research Director
