SUMMARY:Save Michigan Families! Demand the State Legislature Fully Fund the Eviction Diversion Program!
DESCRIPTION:Over 800\,000 Michiganders are unemployed due to the pandemic. Our nation is in the middle of an economic crisis! Food lines are growing\, and over 180\,000 Americans\, including 6\,500 people in Michigan\, are dead from the COVID-19 pandemic. In July\, Governor Whitmer lifted the eviction moratorium that allowed vulnerable Michigan families to stay in their homes. Now Michigan families have fallen behind in their rent\, and they face eviction. The Michigan Legislature allocated only $50 million to the Eviction Diversion Program for overdue rent. The $50 million falls far short of the projected $200-$500 million in late rent payments. Our government must do something to help\, but it starts with you. Join Michigan United and demand the Michigan Legislature allocate $100 million from available funds to the Eviction Diversion Program so that Michigan families can stay in their homes. Fill out the form below contact to the Michigan House and Senate Appropriations Committees and demand they appropriate $100 million from the Available Funds to the Eviction Diversion Program. \nTake Action Here

SUMMARY:Join the Coalition for Property Tax Justice and Sign the Petition to Gov. Whitmer and Stop Inflated Property Taxes in Detroit
DESCRIPTION:Join the Coalition for Property Tax Justice and Sign the Petition to Governor Whitmer and Stop Inflated Property Taxes in Detroit \nClick to Sign the Petition: https://sign.moveon.org/…/stop-illegally-inflated-property-… \nThe Ask: \n\nEstablish a task force to investigate and stop inflated property taxes in Detroit. \nWhy is this important? \nIt’s not just COVID and police brutality exposing racism in America. Black homeowners in Detroit are being overtaxed on top of these other injustices. \nWe’ve all seen headlines about Detroit homeowners being overcharged $600 million dollars in property taxes. No community should be hit with such unjust bills and least of all a city with 40 percent of residents struggling in poverty. Detroit has one of the highest property tax foreclosure rates of any city since the Great Depression. \nA recent University of Chicago study shows that\, even after Mayor Duggan tried to fix the problem\, the City is still overcharging the lowest valued homes. These are deep\, systemic problems that a task force should investigate\, propose solutions to end the practice and help make the community whole. \nGovernor Whitmer has proven that she can get the job done with COVID and is with us in the movement against police brutality. Now it’s time to do the same for property tax injustice. We call on her to create a task force to investigate and stop unfair property tax practices and keep Detroit homeowners in their homes. \nFor more information about or to join the Coalition for Property Tax Justice visit illegalforeclosures.org

SUMMARY:CEDAM Policy Updates
DESCRIPTION:State Budget \nGovernor Gretchen Whitmer is expected to sign her second budget following the conclusion of budget negotiations between her office and the legislature. This budget addresses the anticipated $3 billion budget hole through a combination of federal funding\, reserve funds\, and strategic cuts. Funding was secured for both the state’s General Fund and School Aid Fund (including a moderate increase in funding)\, and will be signed in the coming days to adhere to the constitutionally mandated October 1 deadline. This budget deal includes the following: \n\n$30 million for Michigan Reconnect: tuition-free skills training for Michigan adults \n$28.7 million for Going Pro: grants to businesses training employees in high-demand\, skills-based fields\n$3 million for pre-apprenticeships to prepare qualified candidates to enter skilled trades\nFunding for universities and community college will be restored to pre-COVID levels\n$15 million to revive Pure Michigan with additional expected private contributions \n$6 million to protect Michigan watersheds and help homes become more energy efficient\n$14.3 million for broadband expansion \nRevenue sharing for local governments has also avoided significant budget cuts\, with increased sales tax resources anticipated\n\nMore details on the budget are available from Bridge Magazine and MLive.  \nFederal Continuing Resolution \nJust eight days before a shutdown\, the House of Representatives passed a stopgap bill on Tuesday to fund the federal government through mid-December. The deal announced by Speaker Pelosi (D‑CA) and Treasury Secretary Mnuchin will fully fund the government and provide sustaining funds for programs in public health and transportation\, as well as nutrition assistance for children and families and additional farm aid with new oversight. The farm aid was expected to be a major hurdle for the resolution in the Senate\, but with this inclusion the bill is expected to pass the Senate and be signed by the president in the coming days.  \nMore information can be found from NPR or the Washington Post.  \nTenant Resources \nThe CDC issued a nationwide moratorium on evictions which took effect Friday\, September 4. Tenants facing evictions or are in the eviction process due to nonpayment of rent are covered by this moratorium\, under certain conditions. Tenants seeking this protection are required to declare their inability to pay their full rent\, while continuing to pay as much rent as they can. As a reminder\, tenants must submit a signed declaration to their landlord. More information on qualifications as well as a link to the declaration form are available on CEDAM’s website.  \nMichigan’s Eviction Diversion Program (EDP) is designed to keep Michigan residents who fell behind on their rent during COVID-19 in their homes. The program utilizes a special court process to get fast rental assistance for renters who have been impacted. Rental assistance in the amount of $50 million is available in the form of lump sum payments to landlords in exchange for allowing tenants to remain in their homes\, forgiving late fees and up to 10% of the amount due. You can find more information on the MSHDA website.

SUMMARY:The D's Next Decade: Advancing Equity | Detroit Homecoming
DESCRIPTION:Since 2014\, Detroit Homecoming has created a three-day\, invitation-only event with year-round impact aimed at inspiring “expats” to re-engage with the city’s revitalization. The economic impact tied to attendees is more than $600 million\, mostly real estate investments. \nCOVID-19 and the need for social distancing will alter the event in 2020\, which will be expanded to five days\, Sept. 21–25. “Big-stage” speakers will for the most part be “virtual” on Sept. 21–23. Tours and neighborhood immersions on Sept. 24–25 will be capped at 50 people each\, with an effort to keep as much as possible outdoors. A larger public will be invited to an outdoor bazaar\, featuring many local makers and retailers. Detroit Homecoming will sponsor restaurant “takeovers” that meet state guidelines for social distancing\, grouping attendees by their special interests. \nRecognizing that the biggest pool of Detroit “expats” may very well be in Detroit’s suburbs\, Detroit Homecoming VII will invite people in Southeast Michigan with ties to Detroit to join our traditional “expat” audience. This year\, Detroit Homecoming “goes local.” In small\, socially distanced groups\, guests can meet people who are key to Detroit’s revitalization – in neighborhoods\, in restaurants and in key areas targeted for improvement. \nDetroit Homecoming plans a hybrid experience – “big name” speakers attending virtually and on-the-ground experiences for locals as well as expats who decide to make the trip. \nAll virtual activities are free for all attendees. Locals will be charged $99 for Thursday’s in-person tours and dinner. Expats are complimentary for the tours and dinner. \nRegister Here

NO CBA = NO SALE! \nWe need an enforceable community benefits agreement that at the very least: \n\nprotects residents’ health & safety\nprovides Detroit residents with a first review for jobs\nprovides subcontracting and vending opportunities for businesses owned by people of color\nprotects the environment and uses sustainable building practices\nprovides recreational opportunities\nprovides a forum for continued community engagement\ndoesn’t harass workers or interfere with workers’ right to organize\nhas provisions for monitoring\, reporting\, and enforcement to make sure Detroiters are treated fairly!\n\nVisit the SFDC website and the Detroit People’s Platform website for more information \nCity Planning Commission public hearing on Sept. 24 at 6:00 pm https://detroitmi.gov/events/city-planning-commission-meeting-33 Planning & Development Department’s request to amend the Detroit Master Plan of Policies to change the Future General Land Use designation of the former State Fairgrounds from PR (Regional Park) to IL (Light industrial). \nComment on the Fiat Chrysler Air Quality Permit by Sept. 18 \nFiat Chrysler (FCA) has applied for yet another air quality permit to refurbish an old paint line for their expansion. The Michigan Department of Environment\, Great Lakes & Energy (EGLE) is holding a public comment period from now until Sept. 18\, 2020. Detroit People’s Platform is asking you to call\, email or write EGLE by Sept. 18\, 2020 and share your questions\, concerns and demands for FCA to reduce output at the source\, increase protections and improve source monitoring. Mail: Annette Switzer\, Permit Section Manager\, EGLE\, AQD\, P.O. The order is effective until December 31\, 2020. Tenants facing evictions or are in the eviction process due to nonpayment of rent are covered by this moratorium\, under certain conditions. Tenants seeking this protection are required to declare their inability to pay their full rent\, while continuing to pay as much rent as they can. Tenants must submit a signed declaration to their landlord. More information on qualifications as well as a link to the declaration form are available on CEDAM’s website. \nThis moratorium will provide necessary protections to renters for the time being\, but this will only delay a coming wave of evictions due to nonpayment. Millions of Americans will still owe back rent\, fees\, and penalties that they have been unable to repay even if they have returned to work. Contact your members of Congress and urge them to restart negotiations and provide adequate housing resources and relief. Opportunity Starts at Home created a pre-formatted letter that you can send to your elected officials. \nFederal Mortgage Foreclosure Moratorium Extended to Dec. 31 \nFannie Mae\, Freddie Mac\, FHA\, VA\, and USDA mortgage loans have all extended the CARES Act foreclosure moratorium to December 31\, 2020. The moratorium halts all new foreclosure actions; suspends any foreclosure actions under way; says servicers are required to offer forbearance when a borrower requests it. The option to forebear is extended to up to a year\, and a lump sum payment is not required at the end of the forbearance. The moratorium does not cover privately held mortgages More information is available here. \nCOMMUNITY OUTREACH ORDINANCE \nThe Community Outreach Ordinance Public Hearing will be held on Tuesday\, Sept. 22 at 10:00 am during the City Council Formal Session. CDAD encourages you to participate in the hearing and to make public comment. In your comments\, identify yourself as a CDAD member or partner. Here are suggested talking points: \n\nWe want community engagement not community outreach.\nWe expect the City to allocate sufficient resources to implement a city-wide community engagement approach.\nWe expect the City to leverage all of its digital and non-digital communication mechanisms to communicate with its residents / stakeholders\nWe believe that separation of powers does not prohibit the City from adopting an effective community engagement ordinance.\n\nHere are links to the ordinance and other documents. Click HERE to review the Community Outreach Ordinance Key Points. Click HERE  to review the Community Outreach Ordinance.  Click HERE for the proposed\, non-binding Closing Resolution. \nNEIGHBORHOOD REVITALIZATION BOND PROPOSAL \nProposal N – Neighborhood Improvement Bond\, if passed by Detroit voters on November 3\, will allow the sale of up to $250 million in unlimited tax general obligation bonds. UTGO bonds are a type of municipal debt. The Duggan Administration that it wants to use the bond proceeds over the next 3–5 years to demolish 8\,000 vacant houses and to secure or rehab 8\,000 vacant houses that are deemed structurally sound. These houses are owned by the Land Bank. Proposal N — 8 Goals .pdf and Proposal N — Improvement Bond.pdf. \nThe Administration has made many verbal and written statements regarding hiring\, procurement\, contracting\, home repair and rehab\, and the expected impact on Detroiters’ and the City’s finances. Some of these statements are in the proposed\, non-binding Closing Resolution dated July 20.  Recently\, Arthur Jemison and LaJuan Counts\, the Demolition Dept. Director\, presented City Council with updates on the Neighborhood Improvement Plan. He said important changes will be made to the Closing Resolution extending Executive Order 2016–1 goal to hire 51% Detroiters and removing vendor interviews. Mr. Jemison described the Administration’s efforts to provide information to the community and their intention to issue a series of policy briefs. Council is expect to vote on the proposed resolution in the next week. \nCouncil Members and community stakeholders have raised numerous questions about following the FCA hiring plan; compensating over-assessed residential property owners; the possible impact on the City’s financial position and credit rating; the expected impact on property taxes; the roles of the Land Bank\, Demolition Dept. and CDOs; the need to hire more Demo Dept. and Civil Rights\, Inclusion & Opportunity Dept. employees; and monitoring compliance. Legislative Policy Division has answered some of questions in LPD Neighborhood Improvement Bond report dated July 20. (There are apparently two other LPD reports). Additionally\, the Office of the Auditor General has several reports on the demolition program. https://detroitmi.gov/government/office-auditor-general. \nEastside Community Network held a Proposal N Forum on Sept. 16. Here’s the link to the Facebook recording https://www.facebook.com/ECNDetroit.  Stay tuned — CDAD is planning a Proposal N webinar and other educational efforts. \nIT’S TIME TO COMPLETE THE CENSUS \nThe US Census Bureau is asking you to remind your network that it’s time to respond to the Census by phone 844–330-2020\, online my2020census.gov and by mail by Sept. 30.  Share this 2020 Census graphic with your social media followers using the hashtag #2020Census and post this 2020 Census banner on your website. Send an email or text message reminder to your employees\, friends\, neighbors and family members with a link to respond at 2020census.gov and post a reminder on your intranet. The Census Bureau asks you to support your digital engagement with activities like chalking the sidewalks in your community with “Chalk the Walk” reminders. \nCITY COUNCIL ADOPTED A DETROIT MEDIAN INCOME RESOLUTION \nIn recent years\, Detroit has transformed from a city with the largest percentage of Black homeowners in the nation\, to a city that is slightly majority renter occupied. Community development practitioners and City officials have used Average Media Income (AMI)\, the midpoint of a metropolitan region’s income whereas half of the population earn more than the median and half earn less than the median. AMI is often used as the rule for a household’s income eligibility to live in income-restricted housing and the affordability of publicly-funded development projects. AMI is not affordable to most Detroiters\, because the Detroit AMI is calculated with the inclusion of the Warren and Livonia suburbs. For example\, the 2020 AMI for Detroit-Warren-Livonia for a family of four is $78\,500 whereas the AMI for a family of four in Detroit was around $30\,000 in 2019. To mitigate the affordability crisis\, City Council adopted a Detroit Median Income resolution\, sponsored by Pres Pro Tem Mary Sheffield\, urging the City of Detroit to utilize the Detroit Area Median Income as the basis for evaluating affordable housing projects. To read the resolution click here. \nIMPORTANT INFORMATION & RESOURCES \nCitizen Detroit will hold a virtual school board candidate speed-dating forum on Oct. 1 from 6:00 – 8:00 pm via Zoom. You’ll be able to engage with DPSCD school board candidates in small groups and ask critical questions. Three seats are open on this seven-member board tasked with policy-making and oversight. Come determine for yourself who will best serve the district’s students and families\, so you can cast an informed vote in the November election. You must RSVP HERE in order to participate.  For more information\, email kelly@citizendetroit.org\, cbauman@chalkbeat.org or obailey@bridgedetroit.com or call the CitizenDetroit office at 313–334-3131. \nCEDAM held a MSHDA Interim QAP Timeline & Updates webinar with presenters\, Chad Benson from MSHDA and Chris Potterpin from the Michigan Housing Council. The recording is now available. Below is the projected interim Qualified Allocation Plan revision timeline: \n\nInformation hearing September 25\, 2020\nDraft QAP to be released at the end of September\nPublic hearings regarding the draft QAP in mid-October\nPresented and tentatively approved by the MSHDA board October 22\nFunding round deadline will tentatively be end of January or early February 2021
