DESCRIPTION:From CEDAM: \n\nMSHDA Board approves 2021 Qualified Allocation Plan (QAP)\nOn October 22\, the MSHDA Board of Directors approved the 2021 Qualified Allocation Plan. The 2021 QAP accomplishes the following objectives:\n\nEstablishes February 1\, 2021 as the upcoming funding round deadline\nAllocates 100% of the 2021 LIHTC ceiling to the February round\nIncreases the amount of LIHTC in the Open Category and splits it into an Open Category for projects located in urban areas and an Open Category for projects located outside urban areas\nChanges its marketing process for the 9% LIHTC-only and Pass-Through program applications. The program’s intent is to fund tangible housing-oriented activities that are: \n\nimplementation ready;\nhighly visible;\nimpactful to the area and residents’ quality of life; and\nwhere there is buy-in and demonstrated support within the area and where people are engaged and facilitate change.\n\nSelection of awards will be made based on population\, geographical distribution\, area need and proposed use of NEP funds. \n\nLearn More and Apply: https://www.michigan.gov/mshda/0\,4641\,7–141-5564_84719-507972–\,00.html

SUMMARY:From the GreenLight Fund: DPSCD\, New Teacher Center and Equity
DESCRIPTION:From the GreenLight Fund: \n\n\n“Soon after World Teacher’s Day (Oct 5)\, Detroit Public Schools Community District (DPSCD) announced a dramatic reduction in teacher vacancies as well as an agreement on the highest new teacher salaries in Michigan. This influx of educators will now benefit from New Teacher Center’s evidence-based coaching\, mentoring\, and support from veteran instructors to maximize their impact on our students. This continues the comprehensive plan to elevate DPSCD’s workforce with the best tools possible. \n\nIn his piece Essential for Reopening Schools: Trust\, Empower\, and Support Teachers\, Dr. Desmond Blackburn\, CEO of New Teacher Center\, reminds us how critical teacher empowerment is in mapping a path forward that best supports students\, families\, and educators. SUMMARY:New Report and Webinar from Building Movement Project - On the Frontlines: Nonprofits Led by People of Color Confront COVID-19 and Structural Racism
DESCRIPTION:On the Frontlines: Nonprofits Led by People of Color Confront COVID-19 and Structural Racism\n\n\n\n\n\n\n\n\n\n\n\n\n\n\nLearn more in the Building Movement Project’s national webinar on October 20th\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n \n“We’re just at the beginning. The bumpy part has yet to happen.” \n“I can’t even foresee the breadth and depth of the continued suffering at the community level.” \n“When we get out of this\, six months later\, a huge disproportionate number of leaders of color will disappear from this work because of the burnout.” \n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\nThese reflections from people of color (POC) who lead nonprofits are part of a new report being released today by the Building Movement Project and SolidarityIs. Our national report\, On the Frontlines: Nonprofits Led by People of Color Confront COVID-19 and Structural Racism\, is based on an online survey of 433 executive directors and one-on-one interviews with 41 leaders.\nBuilding Movement Project’s report makes five key findings with one overarching message: it is clear that there will be no return to normalcy in the wake of the pandemic\, economic instability\, and the national uprisings to address anti-Black racism. Leaders of color are concerned that the crisis will get worse in the months ahead as their organizations adapt programs and activities to make up for government gaps. At the same time\, POC leaders are motivated by the uprisings and the possibility of meaningful systemic change. \nWatch video testimonials from POC leaders about the report findings here. \n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\nBuilding Movement Project is grateful to the many executive directors who shared their experiences with them\, and are inspired by their commitment to their organizations and communities. They encourage you to read and share the report\, use the recommendations\, and attend their October 20th webinar.\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\nRegister in advance here

SUMMARY:NextGen is Hiring 20 More Fellows ASAP!
DESCRIPTION:NextGen needs someone passionate about the election to make about 10 hours (or more) of calls with them during scheduled call times (normally 2–4 or 3–5 pm) and a few hours on Saturdays. You will be asked to ask people to fill out a survey about what issues they care most about\, ask if they are voting for Biden\, and walk through a script of other things we want to help them with (voter registration\, voting from home\, etc.) People who hit the most surveys completed weekly will be eligible for rewards. They need you to get as many surveys filled out every week as possible. They pay $1\,000 per month\, so about $17/hr. and that is on a 1099\, so taxes are not taken out on the front end. You will be paid on the 15th and the 31st of October and you will start on 10/9. You do not have to reside in Michigan! Looking to chat on Friday or Saturday with those that are interested and they will get you all set up to get ridin’ with Biden for young voters! \n\n\nInterested? SUMMARY:Note from The Honorable Steve Cohen: Cosponsor the CDBG Equity Act
DESCRIPTION:Note from The Honorable Steve Cohen:\nCosponsor the CDBG Equity Act\n\n Update the outdated allocation process and adopt a single formula that most accurately targets awards to need \nDear Colleague: \nI encourage you to cosponsor of the Community Development Block Grant (CDBG) Equity Act\, which would update the current CDBG funding formula and adopt a single formula based on factors that currently reflect need. \nThe U.S. Department of Housing and Urban Development’s (HUD’s) CDBG program is one of the largest and longest-standing federal block grants in existence\, annually allocating billions of dollars in federal assistance to state and local governments in support of local neighborhood revitalization\, housing rehabilitation\, and community and economic development efforts\, principally for low- and moderate-income persons. Entitlement communities are awarded funds from one of two formulas: “A” and “B\,” depending on whichever formula provides the greatest award. \nFormula A (established in 1974):                          Formula B (added in 1977): \n1. Population: 25%                                                               1. Population Growth Lag since 1960: 20% \n2. People in Poverty: 50%                                              2. People in Poverty: 30% \n3. Overcrowded Units: 25%                                           3. Pre-1940 Housing Units: 50% \nUnfortunately\, these award formulas are inequitable\, as they are based on outdated variables. Formula A grantees typically receive less funding than Formula B grantees because the measures for “people in poverty” and “population” are shared among communities in both formulas\, but “growth lag” and “pre-1940’s housing” are specific to Formula B grantees and are not necessarily tied to economic need. \nFor instance\, needy communities mostly demolished pre-1940 housing while well-off communities renovated their housing; therefore\, many high-need communities do not qualify for Formula B. Additionally\, growth lag does not represent a community in need. Most communities built in the 1960’s are likely not to grow further due to intentional development restrictions in some areas\, a lack of available land\, or a decrease in household size.  As a result\, the communities will likely experience low or slightly declining growth when compared to the national average. Most of these communities are economically well. \nMy bill solves the problems that result from HUD’s dual formulas by adopting a single formula that targets funding to need. Based on a study done by Todd Richardson\, a Policy Development Researcher for HUD\, the new funding formula would utilize four new measures to determine CDBG allocations: \n1.  Poverty rate per person in families and elderly households: 50% \n2.  Female headed households with children under 18: 10% \n3.  Pre-1950 housing occupied by a poverty household: 30% \n4.  Overcrowded housing units (more than 1.01 persons per room): 10% \nThese variables would undoubtedly resolve the issues that exist between the dual formula methods in the following ways: \n\nThe removal of population size creates equity by measuring need rather than city size.\nThe use of poverty rate per person in families and elderly households corrects the issue of counting all college students as people in poverty.\nPre-1950’s housing occupied by a poverty household fixes the issues underlying the pre-1940’s housing by increasing the age range of houses that are not yet demolished in high-need communities and tying the community development need to families in poverty.\nOvercrowded housing remains because it targets concentrated poverty; however\, it receives a lower weight because concentrated poverty occurs in both high- and low-need communities.\n\nBy moving to one formula\, all jurisdictions can finally be measured using the same criteria\, and we can ensure that our neediest communities receive adequate funding. If you have additional questions about the CDBG Equity Act or would like to cosponsor\, please contact Alex Schnelle at alex.schnelle@mail.house.gov. \n  \nSincerely\, \nSteve Cohen \nMember of Congress

SUMMARY:Save Michigan Families! Demand the State Legislature Fully Fund the Eviction Diversion Program!
DESCRIPTION:Over 800\,000 Michiganders are unemployed due to the pandemic. Our nation is in the middle of an economic crisis! Food lines are growing\, and over 180\,000 Americans\, including 6\,500 people in Michigan\, are dead from the COVID-19 pandemic. In July\, Governor Whitmer lifted the eviction moratorium that allowed vulnerable Michigan families to stay in their homes. Now Michigan families have fallen behind in their rent\, and they face eviction. The Michigan Legislature allocated only $50 million to the Eviction Diversion Program for overdue rent. The $50 million falls far short of the projected $200-$500 million in late rent payments. Our government must do something to help\, but it starts with you. Join Michigan United and demand the Michigan Legislature allocate $100 million from available funds to the Eviction Diversion Program so that Michigan families can stay in their homes. Fill out the form below contact to the Michigan House and Senate Appropriations Committees and demand they appropriate $100 million from the Available Funds to the Eviction Diversion Program. \nTake Action Here

SUMMARY:Join the Coalition for Property Tax Justice and Sign the Petition to Gov. Whitmer and Stop Inflated Property Taxes in Detroit
DESCRIPTION:Join the Coalition for Property Tax Justice and Sign the Petition to Governor Whitmer and Stop Inflated Property Taxes in Detroit \nClick to Sign the Petition: https://sign.moveon.org/…/stop-illegally-inflated-property-… \nThe Ask: \n\nEstablish a task force to investigate and stop inflated property taxes in Detroit. \nWhy is this important? \nIt’s not just COVID and police brutality exposing racism in America. Black homeowners in Detroit are being overtaxed on top of these other injustices. \nWe’ve all seen headlines about Detroit homeowners being overcharged $600 million dollars in property taxes. No community should be hit with such unjust bills and least of all a city with 40 percent of residents struggling in poverty. Detroit has one of the highest property tax foreclosure rates of any city since the Great Depression. \nA recent University of Chicago study shows that\, even after Mayor Duggan tried to fix the problem\, the City is still overcharging the lowest valued homes. These are deep\, systemic problems that a task force should investigate\, propose solutions to end the practice and help make the community whole. \nGovernor Whitmer has proven that she can get the job done with COVID and is with us in the movement against police brutality. Now it’s time to do the same for property tax injustice. We call on her to create a task force to investigate and stop unfair property tax practices and keep Detroit homeowners in their homes. \nFor more information about or to join the Coalition for Property Tax Justice visit illegalforeclosures.org

SUMMARY:CEDAM Policy Updates
DESCRIPTION:State Budget \nGovernor Gretchen Whitmer is expected to sign her second budget following the conclusion of budget negotiations between her office and the legislature. This budget addresses the anticipated $3 billion budget hole through a combination of federal funding\, reserve funds\, and strategic cuts. Funding was secured for both the state’s General Fund and School Aid Fund (including a moderate increase in funding)\, and will be signed in the coming days to adhere to the constitutionally mandated October 1 deadline. This budget deal includes the following: \n\n$30 million for Michigan Reconnect: tuition-free skills training for Michigan adults \n$28.7 million for Going Pro: grants to businesses training employees in high-demand\, skills-based fields\n$3 million for pre-apprenticeships to prepare qualified candidates to enter skilled trades\nFunding for universities and community college will be restored to pre-COVID levels\n$15 million to revive Pure Michigan with additional expected private contributions \n$6 million to protect Michigan watersheds and help homes become more energy efficient\n$14.3 million for broadband expansion \nRevenue sharing for local governments has also avoided significant budget cuts\, with increased sales tax resources anticipated\n\nMore details on the budget are available from Bridge Magazine and MLive.  \nFederal Continuing Resolution \nJust eight days before a shutdown\, the House of Representatives passed a stopgap bill on Tuesday to fund the federal government through mid-December. The deal announced by Speaker Pelosi (D‑CA) and Treasury Secretary Mnuchin will fully fund the government and provide sustaining funds for programs in public health and transportation\, as well as nutrition assistance for children and families and additional farm aid with new oversight. The farm aid was expected to be a major hurdle for the resolution in the Senate\, but with this inclusion the bill is expected to pass the Senate and be signed by the president in the coming days.  \nMore information can be found from NPR or the Washington Post.  \nTenant Resources \nThe CDC issued a nationwide moratorium on evictions which took effect Friday\, September 4. Tenants facing evictions or are in the eviction process due to nonpayment of rent are covered by this moratorium\, under certain conditions. Tenants seeking this protection are required to declare their inability to pay their full rent\, while continuing to pay as much rent as they can. As a reminder\, tenants must submit a signed declaration to their landlord. More information on qualifications as well as a link to the declaration form are available on CEDAM’s website.  \nMichigan’s Eviction Diversion Program (EDP) is designed to keep Michigan residents who fell behind on their rent during COVID-19 in their homes. The program utilizes a special court process to get fast rental assistance for renters who have been impacted. Rental assistance in the amount of $50 million is available in the form of lump sum payments to landlords in exchange for allowing tenants to remain in their homes\, forgiving late fees and up to 10% of the amount due. You can find more information on the MSHDA website.
